cc: enable the render surface texture optimization on Mac w/Rectangle textures

The render surface texture optimization (https://bugs.chromium.org/p/chromium/issues/detail?id=254639) has been enabled on all platforms except Mac. This is blocked on hooking up rectangle texture support in Skia/Ganesh with its use in Chrome.
