System menu of task manager is misplaced

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2793.0 Safari/537.36

Steps to reproduce the problem:
1. Open task manager
2. Focus a web page
3. Open a menu from the web page (right click on the page, or open the Chrome menu; anything but the system menu)
4. Right click on the titlebar of task manager

What is the expected behavior?
The system menu should appear where the mouse is located on the titlebar.

What went wrong?
The system menu appears at the far bottom of the screen, at the same x-coordinate as the mouse pointer.

Also, the 'e' in 'Maximize' is cut off.

Did this work before? No 

Chrome version: 54.0.2793.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Also present in 51 stable.

Used chrome version 54.0.2793.0 on Windows 7 in order to reproduce the issue.

Thanks for providing the video, tried on three different machines with windows 7 for chrome version 54.0.2795.0 and unable to reproduce it. Attached is the video recording for the same. 

@ jleedev: Request you to please update chrome to the latest version available, reset settings and try again. Please update us with your observations.

Interesting. I made the original report and #3 on different machines, and I did use a fresh profile. I don't have anything else to add, unfortunately.
