ChromeVox doesn't work with Dartium |

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: Open any page using ChromeVox in Dartium What is the expected behavior? ChromeVox works correctly What went wrong? Only Chrome UI's elements are announced, not web page contents Did this work before? N/A Chrome version: 51.0.2704.106 Channel: stable OS Version: Flash Version: Shockwave Flash 22.0 r0 Developer console shows error messages like this: ChromeVox waiting for background page: [url]. Will try again in 200ms It keeps backing of until it gives up.

Do most other Chrome extensions work in Dartium? Are there any error messages in the ChromeVox background page? I don't think this is a priority to fix this but I'll accept a patch if it's easy.

All ChromeVox bugs should be OS:Chrome by default. We can remove in the rare case where it's not.
