Issue descriptionChrome Version: 54.0.2793.0 6667812b2dffe3f6bf794b2b040504e5a3ad7cb7-refs/heads/master@{#404564} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) Pre-condition: Enable Material Design history from chrome://flags Steps: 1. Launch Chrome and navigate to chrome://history. 2. Click on iron icon and select 'Synced tabs' options. 3. Now zoom in to more than 175% and observe. Actual: Horizontal scroll bar is not seen after zoom in to more than 175% for 'Synced tabs'. Expected: Horizontal scroll bar should be seen after zoom in to more than 175% for 'Synced tabs'. This is a regression issue broken in M-53, below is bisect info.
