Unable to sign in to chrome via 'Sign in again' link.

Issue description

Chrome version : 54.0.2793.0 (Official Build) 6667812b2dffe3f6bf794b2b040504e5a3ad7cb7-refs/heads/master@{#404564} (32/64 bit)
OS :  Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

Pre-conditions : 
1. Please enable 'Material Design User Manager' flag from chrome://flags.
2. Sign in to chrome with valid credentials.

What steps will reproduce the problem?
1. Launch chrome, click on Avatar icon, select 'Switch person' option and click on ADD PERSON.
2. Tick the 'Supervise this person...' checkbox, select your account from drop down and minimize 'Add person' window.
3. Go to chrome://settings and click on 'Disconnect your Google Acc..' button.
4. Maximize the 'Add person' window, click on 'Import an existing..' link and click on 'Sign in again' link at seen at the top.
5. In 'Sign in' window, try to sign in using valid credentials and observe.

Actual : Unable to sign in to chrome after step 5. (only loading spinner is seen and nothing happens)
Expected : User should be able to sign in to chrome after step 5.

This is a non-regression issue, seen from M-53 (Build 53.0.2764.0) as the 'Sign in again' link was not working in previous builds.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux, so changing the status to Untriaged so that the issue could get addressed.

The expected behavior is probably for signed-out profiles not to be listed anymore.
https://codereview.chromium.org/2163173004 should fixes it by updating the list of signed-in profiles in the dropdown when a profile signs in/out.
