Regression: Lower end of the font appears chopped in Create a new account in sign overlay

Version: 54.0.2793.0 6667812b2dffe3f6bf794b2b040504e5a3ad7cb7-refs/heads/master@{#404564} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch chrome and click avatar icon >> "Sign into chrome".
2. Select "More options" >> "Create new account", enter credentials and click "Next".
3. Click on the "Month" drop down and select "Apr/May/Aug/Sept".
4. Observe the selected month.

Actual:   The lower end of the font of the selected month appears chopped.
Expected: The lower end of the font of the selected month appears chopped.

This is a regression issue broken in 'M-53' and will soon update other info.

Able to reproduce the issue on Windows, Mac and Linux. So adding RB Label as this is a Recent Regression. Please remove if not required.
