OS :Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Click on any checkbox and then click on ‘Remove selected items’ button such that overlay/dialog box gets opens.
3. Resize the browser window and observe button text of the ‘Remove selected items’ dialog box.

Actual: Flickering of button text is observed on ‘Remove selected items’ dialog box while resizing browser window.
Expected: Flickering should not be seen.

This is regression issue, broken in ‘M 50’ and below is narrow bisect:
