Regression: Unwanted traces are seen in WebGL+CSS.html

Issue description

Version: 54.0.2793.0 dev
OS: Ubuntu 14.04,windows

What steps will reproduce the problem?
(1) Launch chrome and go to https://www.khronos.org/registry/webgl/sdk/demos/webkit/WebGL+CSS.html
(2) Now click on the experiment and scroll using mouse wheel and observe

Expected: No unwanted traces should be seen on scrolling while experiment rotates.
Actual: Instead unwanted traces are seen.

This is a regression issue broken in M53.

Reproducible on the latest canary(54.0.2793.0) on Mac OS 10.11.5 as well.

wangxianzhu - can you recreate it?
Didn't reproduce on 54.0.2793.0 on Mac Retina and Windows, ToT on Linux.

Tried to resize the window to be similar to that in the recordec video so that the scrollbar will show during the animation. Still didn't reproduce the bug.

There's some garbage visible at the bottom of the window if it's scrolled up while the animation is running. Reproduced on 53.0.2785.8 (Official Build) dev (64-bit) on Ubuntu 14.04 with NVIDIA GPU. I hardly think this is P1 though.
