Scroll Anchoring: breaking popup menu on USA today

What steps will reproduce the problem?
(1) http://www.usatoday.com/life/
(2) scroll down
(3) open hotdog menu

What is the expected output?
(4) the menu stays put

What do you see instead?
(4) the menu goes offscreen, because of scroll anchoring (tried once without SA, worked fine).
