BLE Manage Devices List utter as "list"

Version: 54.0.2787.0
Reproduction Steps: 
1. Enable cvox2
2. Status Bar > Bluetooth > Manage Devices
3. TAB to "list" > UP/DOWN ARROW

Observed: "list", but nothing is uttered when arrowing
Expected: <device name> settings, delete
