I have been experiencing a similar problem for about 6 months. I have tried disabling all extensions, disabling Mac OSX apps and tools that affect menubar display or menubar placements, but I cannot pinpoint why it is happening. It happens a lot, and it'll usually go away on any given instance by moving the moving the mouse pointer up into the area where the menubar would be and then moving it out again.

Here's a screenshot of the blank area above my fullscreen Mac Chrome window. If I move the mouse pointer up into the blank area, the hidden mac menubar slides down into it, and when I move the mouse out the whole blank area goes away and the Chrome window slides up into the space.

This is most likely a duplicate of Issue 647111 If it is, then it should be fixed Are you able to reproduce it?
