Having problem dragging textarea scroll knobs if you set both nowrap and border-radius

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36 Example URL: https://jsfiddle.net/fgc2rfjw/ Steps to reproduce the problem: 1. Create a TEXTAREA containing a large text with long lines, but with small width and height so it has both vertical and horizontal scrollbars. 3. Set 'white-space: nowrap; border-radius: 3px;' as TEXTAREA style What is the expected behavior? To be able to scroll TEXTAREA using both horizontal and vertical scroll knobs What went wrong? Seems that scrollbar doesn't detect mouse clicks and it's not easy to drag the knobs, dragging mouse over scroll knobs will select the TEXTAREA content instead. Seems that removing either nowrap or border-radius fixes the wrong behavior. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes, I tested using Chrome Canary 54/Win7 and seems that the issue has been fixed on Chrome 54. Thanks.

Seems fine in 52.0.2743.60 as well. So I'm closing this because we won't merge anything into 51 anyways.
