Chrome on Mac is not applying synthetic bold well

Project Member Reported by ebra...@gnu.org, Jul 9 2016

Issue description

Version: 51, 54
OS: Mac 10.11.5

What steps will reproduce the problem?
data:text/html;charset=utf8,<link rel="stylesheet" media="screen" href="https://fontlibrary.org/face/iranian-serif" type="text/css"/><span style="font-family: 'Iranian Serif'; font-weight: normal">%D8%B4%D9%88%D8%A7%D9%84</span> <span style="font-family: 'Iranian Serif'; font-weight: bold">%D8%B4%D9%88%D8%A7%D9%84</span>

What is the expected output?
The difference should be obvious, like Safari

What do you see instead?
Both rendered very similarly
