Unlabeled Buttons

Issue descriptionfeatures: what does it do? why do we need it? bugs: repro steps (I did X and expected Y but Z happened!) Buttons ought to be labeled for screen reader users. Enable Chromevox, and attempt to navigate UI. Notice that there are many unlabeled buttons.

1. Launch Chromevox 2. Launch chrome://md-settings 3. Press tab to move focus throughout the entire interface. Keep pressing tab until focus wraps around to the top. Expected result: All button labels are announced, no unlabeled buttons exist, all elements have appropriate textual labels that are clearly identified to the user. Actual: Throughout the interface, many unlabeled buttons exist. As I look, some have been identified through varying bug reports, however there are many unlabeled buttons in the interface. If requested, I could open up a report about each one, however there is a general need to label all buttons of the md-settings interface. Thank you for all you do!
