Regression: Large gap is to see between the Update Status Icon and the text "Google Chrome is up to date."

Version: Chrome 54.0.2791.0 canary (64-bit)
OS: 10.11

What steps will reproduce the problem?
(1) go to chrome://help/
(2) Take a look at "Google Chrome is up to date."
(3)

What is the expected output? What do you see instead?
The gap between the Update Status icon and the text is too large. Not sure if this is intended or not.

Please use labels and text to provide additional information.

Able to reproduce the issue on Windows 7, Mac 10.11.5 using 54.0.2791.0, latest canary 54.0.2793.0 as per above steps.

This is regression issue broken in M-53.

Please find below bisect info:
Last good build:53.0.2784.0
First bad build:53.0.2785.0

CL:
https://chromium.googlesource.com/chromium/src/+log/53.0.2784.0..53.0.2785.0?pretty=fuller&n=10000

Unable to find exact suspect from above CL. Marking it as untriaged and ccing dev from above CL.
Could anyone from cc list look into this issue please.
