[a11y] Bluetooth settings utters as button not pressed/pressed

Issue description

features: what does it do? why do we need it?
Search+RIght arrow through  Enable BLuetooth in chrome://md-settings/advanced will utter button not pressed button pressed purpose of control isn't clear to visually impaired ChromeVOx Next users.

bugs: repro steps (I did X and expected Y but Z happened!)
1. ctrl+alt+z to enable ChromeVox > search+shift+q+q to switch to Next
2.  chrome://md-settings/advanced
3. Search+Right Arrow to BLuetooth Settings

Observed:
button, not pressed
button, pressed

Expected:
enable, button
disable, button

This issue is out of date with the current Bluetooth UI, but I will check to make sure that the new implementation behaves reasonably.

The bluetooth subpage expand button is now correct in MD Settings, but the enable/disable toggle is not; I will fix that.
