Keyboard shortcut/overlay utters a bunch of commands and how to Esc, but issue *any* command doesn't provide textual description for visually impaired ChromeVOx NExt users

bugs: repro steps (I did X and expected Y but Z happened!)
1. ctrl=alt+z to enable ChromeVOx > search+shift+q+q to switch to Next
2. chrome://md-settings
3. Keyboard Settings > Keyboard shortcuts > *any* command

No spoken feedback

Expected:
Textual description of what command does to be spoken by ChromeVOx Next
