Overview mode: Can't reopen overview mode with tiny window

Issue description

Open some windows: two chrome windows, files, get help, settings, play store etc 
Drag one to smallest size
Go into Overview mode
Select tiny window
Try to go into overview mode again

You can't. You need to select a different window 
 
Is this a regression? Can you please try it with M-52?

A few more details:
- It seems important where the focus was before resizing a browser window. When the focus is not in the location bar bad things happen.
- It is sufficient to just shrink the browser to its minimum height.
- all keyboard shortcuts are blocked, not just F5 to get to overview mode. Cannot use Ctrl+N, F8, F9, Ctrl+T, etc.
- can be reproduced with --ash-md=disabled, likely an old bug or unrelated to ash-md.

#5, nah, still happening for me (57.0.2951.0) with exact steps in #2. But since it is old and not specific to overview mode I will make it available and deprioritize.
I think bad things happen when the focus is in a view that gets resized to zero-area such as when a browser or an app running in a window is reduced to minimum height (just a frame header) with focus elsewhere.
varkha@ I can't reproduce in M 61 Dev. Let me know if you can't and we can close.
