Some h2 pushed resources show up multiple times in the network panel

Issue description

Version: 54.0.2791.0 
OS: Mac 10.11.5

What steps will reproduce the problem?
(1) Visit https://www.chromestatus.com/features
(2) Open the network panel and observe resources resource like features.json

What is the expected output?

http2 pushed resources (features-imports.vulcanize.js, features.json, omaha_data) show up once in the network panel.

What do you see instead?

Some http2 pushed resources are showing up multiple times in the network panel. Interestingly, the features.css stylesheet is pushed but it only appears once in the network panel. Perhaps this only affects scripts/xhr types?

Note sure if this is a DevTools issue or Chrome issue.

I can see a header sent on the second request with: "cache-control:no-cache". I believe this is added automatically when json is set as response type expected.

Try removing header or changing expected response type.

That doesn't explain the other resource types.

Resolved offline.

Takeaway: We need to figure out a better way to display multiple network requests especially when it's H2/quic.
