CQ waited for skia_presubmit-Trybot to finish even though it completed successfully |

Issue descriptionThis CQ item was waiting: https://chromium-cq-status.appspot.com/v2/patch-status/codereview.chromium.org/2136613002/1 But the trybot it was waiting for completed a long time ago: https://build.chromium.org/p/client.skia.fyi/builders/skia_presubmit-Trybot/builds/11047 When a 2nd patchset was uploaded everything worked. This happened on July 8, the day when Cloud Endpoints proxy server had 404 flakiness: crbug.com/626650 , and buildbot not being able to tell buildbucket about a build completion is exactly the symptom. This was permanently fixed by bypassing the proxy server: https://codereview.chromium.org/2133263002
