viewport width too large in responsive mode with use-zoom-for-dsf-enabled

Issue description

1. Enable use-zoom-for-dsf and be at dsf >1
2. Go to https://bjango.com/articles/min-device-pixel-ratio/
3. Open dev tools and turn on responsive mode

The site's content will be too wide. See attached screenshots for a comparison at dsf 1.5. The problem is pretty subtle and seems to only affect some websites.
