Display device toolbar and layout even with developer tools closed.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.60 Safari/537.36

Steps to reproduce the problem:
1. Open developer tools panel.
2. Enable device toolbar and select a device.
3. Close developer tools panel.

Device toolbar is hidden.

What is the expected behavior?
Device toolbar should remain visible and device settings should remain applied unless explicitly disabled from developer tools again.

What went wrong?
Device toolbar is hidden when developer tools is closed and styling/display is returned to normal.

Device Mode is a part of Developer Tools. When DevTools is closed, all of its functions stop operating since it is no longer running.

If you don't want the DevTools panel open on the page, then you can pop it into its own window using the overflow menu located beside the close icon for DevTools. Then minimize that new window and continue working.

Allowing some function of DevTools to continue running when it is closed is infeasible with the current setup and would end up being very confusing to people. Why should Device Mode be given this special honor yet nothing else?

The workaround here is to undock your devtools and minimize them. Then they are hidden, but you'll still have the device toolbar.

At the moment, we're not going to pursue persisting parts of the devtools UI while most of them are closed.
