Reproduction Steps: 
1. A few sighted colleagues have told me this (even in M53)
2. When navigating: tabbing, Search+Arrows, jump commands, etc. 

Observed: FOcus outline/ring is on center of page or on entire webview
Expected: NExt focus outline/ring to be synchronized with what's being uttered (like CLassic)
