Regression: Frame seen cut off in www.bestbuy.com site.

Issue description

Version: 54.0.2791.0
OS: Ubuntu 14.04, 

URL : www.bestbuy.com

What steps will reproduce the problem?
(1)Launch Chrome and go to the above URL.
(2) Observe the frame which shows text like "Smarter shopping on any device".

Expected : Frame shouldn't be cut off when we navigate to above URL.

Actual: Frame is seen cut off.

This is a Regression issue broken in M-53.

Manual good and Bad Builds:
Good Build: 53.0.2750.0
Bad build: 53.0.2751.0

Below is the Bisect info :

Issue is reproducible on Mac 10.11.5 and Win 7 as well using 54.0.2791.0.
Marking the issue as ReleaseBlock-Beta its a recent regression issue.

Hmm, that CL just flipped an "experimental" feature to disabled - shouldn't have any impact.  But I don't see any other likely CL in the range.  I'm double-checking the bisect.

Can't reproduce on Linux 53.0.2783.2.  Trying current Mac canary.

Also can't reproduce on Mac canary (54.0.2791.0) - I get a different view of the site that doesn't have the "smarter shopping on any device" banner at all.

susanjunia.boorgula@ can you please attempt the bisect on Linux again using an incognito window (to ensure it's not something specific about your profile state)?  Is it possible this is just a site bug behaving inconsistently?  Or maybe there's actually a slightly different bisect range - there's really nothing likely to be involved in the given range.

Unable to repro this on Chrome Canary Version - 54.0.2793.0

Unable to reproduce the issue on Latest canary 54.0.2793.0 on Mac 10.11.5,Win 7 and Ubuntu 14.04.

Note : The render frame does not display consistently on Chrome where FireFox does render the frame.

Removed Needs-Bisect as the render frame is not displayed consistently and removed ReleaseBlcoker too.

rbyers@ : Please suggest further on this.

It sounds to me like this is behavior of the site, not necessarily a browser bug.  I don't think it's worth digging into further.
