'Font size' drop down of chrome://md-settings is seen blank in Guest mode.

OS: Windows(7,8,10), Mac(10.10.5,10.11.4),Linux
         
What steps will reproduce the problem?
(1) Launch chrome,switch to 'Guest' window.
(2) Navigate to chrome://md-settings page and observe the 'Font size' dropdown.

'Font size' drop down is seen blank i.e. default font size is not seen.

'Font size' drop down should not seen blank.

This is a non-regression issue, seen from 'M-49'

Able to reproduce the issue on Windows, Mac and Linux, so changing the status to Untriaged so that the issue would get addressed.
