Regression: Weird behaviour is seen in ‘Plugins exceptions’ after clicking on ‘Allow’.

Issue descriptionChrome Version:54.0.2791.0 05f35eab096fe52eab3af2c6db191c1285dc5a68-refs/heads/master@{#404283} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/siteSettings/plugins such that default plugins url is seen. 2. Click on iron icon and select ‘Allow’ option,observe. Actual: Default plugins url is seen under both exceptions i.e. 'Allow' and 'Block' exceptions. Expected: Default plugins url should be seen under ‘Allow’ exception only after step 2. This is regression issue,broken in ‘M 53’ and will soon update the bisect info: Good build:53.0.2766.0 Bad build:53.0.2767.0
