Tumblr modal post windows are broken when dialog is taller than screen height

Issue description

Chrome Version       : Chrome/53.0.2785.8 Safari/537.36
URLs (if applicable) : https://www.tumblr.com/dashboard

What steps will reproduce the problem?
(1) Find a long post on Tumblr's "Dashboard" page, and attempt to reblog it

What is the expected result?
The modal window renders correctly; scrolling the page only scrolls the modal dialog, and all the inputs/content display correctly.

What happens instead?
It is very glitchy and almost impossible to use. The only time it renders correctly is when I zoom the entire page to a ridiclously small size. This is a very particular problem that is tricky to explain, but when one actually sees it happen, they will understand what I'm getting at.

Verified the issue on Chrome# 53.0.2785.8 on Windows, Mac and Linux and could not reproduce the issue.

@superfox436 -- Verified the issue on Latest Dev# 53.0.2785.8 and Latest Canary# 54.0.2797.0 on Windows 10 and could not reproduce the issue.
There were no glitches and rendering problems in tumblr.com

Could you please provide us a screen cast of the issue which would help us triage the issue further.

I said this was on Windows, not mobile.
I also get this bug on Chrome 54.0.2809.0 canary (64-bit), using Windows 10.
It seems like a rendering bug, as the buttons and everything are clickable where they would be if it was working fine. (In the attached video, you can see that I was able to close the reblog window even though the "Close" button wasn't visible).
I've already tried disabling hardware acceleration, but the bug still occurred.

Re-tested the issue on Latest Canary# 56.0.2902.0 on Windows and could not reproduce the issue.
I have not seen any rendering problem tumblr.com for any videos or images.
@superfox436 -- Could you please re-check again and also if possible please send the gpu details of your machine.
