Improve Settings Navigation from within Chrome and packaged apps

Issue description

Currently we rely on hard links to Settings subpages for Chrome and packaged apps, e.g chrome://settings/searchEngines.

Mostly we use a set of constants defined in url_constants.cc for these links.

We should change any Chrome code or packaged apps to use a more maintainable navigation scheme, e.g. use ShowSettingsSubPage() instead.

We should also consider implementing a redirect mapping of the existing urls to the new navigation model to reduce user confusion when navigating to an older url from, e.g., a third party or enterprise help article.

Whether we support these redirects indefinitely, for a limited time, or not at all is TBD.

I believe we now have the redirect support mentioned in the original description. @stevenjb has there been any work to improve linking to subpage?
