More obvious Chrome restart needed - Add a Toast message |

Issue description1. chrome://md-settings/system 2. System top level -> uncheck "use hardware acceleration when available 3. unclick shows "relaunch" ... this is not intuitive in the way that old settings has "requires Chrome restart" (same thing for re-checking too once relaunched) I think that "requires relaunch" would be more intuitive *If changing this can also change wording as per crbug.com/587872

Agreed, we should have a non-dismissable toast with a button reading something like: ["A restart is needed to apply changes" "RESTART"] Where "RESTART" is right-aligned.
