New Rietveld UI does not allow editing of issue description

The new Rietveld UI does not have the "Edit issue" link which allows in-place editing of the issue description and text. This is a critical piece of functionality and must be added before the old UI is removed.

Note: "git commit --amend" and editing the issue's description, followed by another "git cl upload", does not modify the issue description in Rietveld. One of these two workflows must be made to work.
