export TKO test information to result logs

Issue description

Currently, the tko information about the test only stay in local mysql databsae. We'd like to export the test/job information into the result log so that it could be uploaded to Google Cloud Storage as well.

I believe this information is generated in the "Parsing" stage of the job. Whenever its inputted into the TKO we should just create the json at the same time.

We may want to reuse the proto buffer export capability (which is not activated on moblab environment). The current tko.proto is pretty old and may not be up to date.
