Cursor is visible outside of input area when scrolled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Go to https://jsfiddle.net/jmlear/kbp7g5x5/ on Win 10 touch or Chromeboook touch
2. Enter multiple lines of text until element is scrollable
3. Touch anywhere in the text to get blue cursor.
4. Scroll element so blue cursor is outside of the input area

What is the expected behavior?
The cursor should disappear when it is outside the input area.

What went wrong?
The cursor is still visible when outside the input area.

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: n/a
OS Version: Windows 10 and ChromeOS
Flash Version: Shockwave Flash 22.0.0.192
 
This also happens on Android. Chrome v. 52.0.2743.98, Android v 6.0.1. 

If you have a scrolling text area or contenteditable the text selector will be visible even when it has scrolled beyond the viewport of textarea or contenteditable.
