Support canvas in service worker

We've heard a couple of companies request access to a canvas in service worker (to create dynamic icons for their notifications).

I can't seem to find any issue currently tracking this, so filing one here. Please merge if there is already one.

cc a few semi-random people in the hope someone can direct this correctly
