2. Press Tab a bunch of times to run through the checkboxes and then the buttons

Expected: After the last item, "Learn more", pressing Tab should focus the first item, the X.
Actual: Focus is trapped in Cancel -> Clear browsing data -> Learn more -> Cancel.
