Regression: Unwanted scroll bar appears on sign out overlay in chrome://md-settings

Issue descriptionChrome Version: 53.0.2785.8 (Official Build) c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} (32/64 bit) OS: Windows(7,8,10), Mac(10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) Steps: 1. Launch chrome and sign into chrome with valid credentials. 2. Navigate to chrome://md-settings and click on 'Sign out'. 3. Click the checkbox and zoom out till 90%. Observe. Actual: Unwanted scroll bar appears at 90% zoom. Expected: Unwanted scroll bar should not appear at 90% zoom. This is a regression issue seen from 'M-53' and below is the manual regression range. Good Build: 53.0.2783.0 Bad Build : 53.0.2784.0 Unable to perform narrow bisect as chromium builds don't allow Signing in, hence providing Change Log. Kindly help to re-assign if your change is not the cause of this issue.
