OS: Windows(7,8,10), Mac(10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS)

Steps:
1. Launch chrome and sign into chrome with valid credentials.
2. Navigate to chrome://md-settings and click on 'Sign out'.
3. Click the checkbox and zoom out till 90%. Observe.

Actual:   Unwanted scroll bar appears at 90% zoom.
Expected: Unwanted scroll bar should not appear at 90% zoom.

This is a regression issue seen from 'M-53' and below is the manual regression range.

Good Build: 53.0.2783.0
Bad Build : 53.0.2784.0

Unable to perform narrow bisect as chromium builds don't allow Signing in, hence providing Change Log.
