Tool tip is not seen for collapse list in chrome://history.

Chrome Version:53.0.2785.8 (Official Build) c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64 bit 
OS: Windows(7,8,10), Linux (Ubuntu 14.04 LTS),Mac(10.10.5)(10.11.4)
Pre-Condition : Enable 'Material Design history' flag from 'chrome://flags'

Steps:
1. Launch chrome, Sign in to chrome so that history of other devices is synced. 
2. Go to chrome://history page and click on "Synced Tabs"
3. Hover the mouse pointer on 'Collapse List'  and observe.

Actual: Tool tip is not seen.

Expected: Tool tip should be seen.

This is a non-regression issue seen from M-51.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged  so that the issue could get addressed.

Tooltips seem to be missing for all elements.

similar to the  bug 624735 .Hence merging this into 624735.
