Blank page is seen on opening saved settings page.

Chrome Version: 53.0.2785.8 (Official Build) c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64 bit
OS: Windows(7,8,10), Mac(10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS)

Steps:
1. Launch chrome and navigate to chrome://md-settings
2. Right click for context menu >> Click "Save as" and save the page
3. Now open it from download bar and observe

Actual: Instead blank page is seen.

Expected: Content should be seen in opened download.html file.

This is a non-regression issue seen from M-47.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue could get addressed.

This isn't a primary use case, so closing.

For those who are interested, it appears the download doesn't contain any of the Settings elements, including <settings-ui> that contains everything.
