Regression: Focus highlight appear chopped with 200% zoom.

Chrome Version: 53.0.2785.8 (Official Build) c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64 bit
OS: Windows 7,8,10 , Linux, Mac

Steps:
1. Launch chrome and navigate to chrome://md-settings
2. Zoom in using Ctrl++ to 200% and click on search icon and observe the focus highlight.  

Actual: Focus highlight appear chopped.

Expected: Focus highlight should be properly seen.

Manual Regression Range:
Good Build: 53.0.2775.0 
Bad Build: 53.0.2776.0
