Regression: Double horizontal scrollbar is seen in chrome://md-settings page upon resizing and zooming.

OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome>>Naviagte to chrome://md-settings page.
(2)Resize the window until horizontal scrollbar is seen and now zoom in the page upto 400% and Observe unwanted horizontal scrollbar at the bottom of the page(Please refer video)

Expected:No such unwanted horizontal scrollbar should be seen.
Actual:Instead unwanted horizontal scrollbar is seen upon resizing and zooming the page.

This is a Regression issue broken in M-53.
Good build:53.0.2783.0
Bad build:53.0.2784.0

Reproducible on chrome version: 53.0.2785.8 on Mac OS 10.11.5 as well.
