Desktop notifications not displayed in fullscreen mode

Platform: 8172.60.0 (Official Build) stable-channel auron_paine

Steps to reproduce the problem:
1. Using extension, switch to full screen mode using fullscreen method in Appwindow
2. Create test notifications from any extension

What is the expected behavior?

What went wrong?
None of the notifications are displayed

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 8172.60.0
Flash Version: Shockwave Flash 22.0 r0

Notifications are displayed when any window switches to full screen mode using hot key button. However using api doesn't work.

Status: WontFix (was: Unconfirmed)
The F4 key triggers "Immersive mode", which is different from fullscreen mode. It is currently working as intended for notifications to appear in immersive mode (where you can still switch tabs/windows) but not in fullscreen (which you have to exit before you can do anything else).
