Regression: [MD Settings]Wrong context menu is displayed for 'Get help with Chrome' link in 'About Chrome' section.

Issue descriptionChrome Version: 53.0.2785.8 (Official Build)c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64-bit. OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/help page. 2. Now right click on 'Get help with Chrome' link and observe. Wrong context menu is displaying for 'Get help with Chrome' link. Context menu of link should display for 'Get help with Chrome' link. This is a regression issue, broken in M-52 series, below is bisect info. "Get help with Chrome" is not a link (and it is not styled as a link either), so the context menu displayed seems the appropriate one. Also see the context menu of the old About page (see screenshot). I think this is WAI, assigning to @tbuckley to verify.
