malware warning is shown after downloading the file.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Try to Download a file with extension like jar,exe any file type in which chrome shows warning.
2.

What is the expected behavior?
Chrome should shows a warning that this file type can harm your computer before download starts.

What went wrong?
chrome starts download immediately and only shows warning after downloading

Chrome version: 51.0.2704.106  Channel: stable
OS Version: ubuntu 16.04
Flash Version: Shockwave Flash 22.0 r0

This is by design. Before the download starts, Chrome only knows the source URL and the suggested filename. Instead of showing a generic warning for all downloads, Chrome now waits until the data is available and then only warns if the downloaded content is dangerous or malicious.
