Non-Regression: Up/down arrow button is scrolling to the next tab in set wallpaper page.

Version: 53.0.2785.4/8530.5.0 (Official Build) dev-channel Peppy, Daisy, Blaze, Quawks

What steps will reproduce the problem?
(1)Sign in to user>> go to settings>> go to Appearance>> Set wallpaper.
(2)In the Wallpaper overlay, keep pressing the arrow up & down buttons and observe.

Expected: On pressing the up/down arrow buttons, the scroll bar should move vertically in the screen.

Actual: Instead, it is moving to the next tab on pressing the up/down arrow button.

This is a Non- Regression issue as the same behaviour is seen from 38.0.2125.44/6158.19.0 beta-channel daisy.

Issue is not applicable to Linux and Windows.

Note: Issue is seen in latest M-54 dev channel.

Able to reproduce the issue ob Chrome (Blaze) Version: 53.0.2785.4/8530.6.0 as well. Observed the scroll bar moving to the next tab on pressing the up/down arrow button.
