Regression: Glimpse of avatar icon is seen on user manager tutorial page.

Chrome Version:53.0.2785.8 (Official Build)c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64 bit
OS:Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

Pre-condition: Enable ‘Material Design User Manager’ flag.

What steps will reproduce the problem?
1. Launch chrome and click on avatar icon
2. Select ’Switch person’ such that overlay get open and click on ‘Add person’
3. Click on ‘Learn More’ link such that it navigate to user manager tutorial,observe.

Actual:Glimpse of avatar icon is seen after step 3.
Expected: Glimpse of avatar icon should not seen 

This is regression issue,broken in ‘M 53’ and below is narrow bisect:

I cannot spot a difference between the two videos. The slowness in animation could be due to the upgraded Polymer. The difference doesn't seem to be tangible though.
