Developer Tools shows same CSS rule twice.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Open Developer Tools
2. Inspect an Element
3. CSS sidebar should show CSS rules twice

What is the expected behavior?
Should only show it once

What went wrong?
Inspecting an element's CSS rules is showing the same rule twice, both identical in properties and line numbers. Both are also independent of each other, e.g.
Disabling padding: 5px on a p element does nothing unless disabling on both showed rules.

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0
