Focus issue is seen on 'Sign in to Chrome' overlay.

Issue descriptionChrome Version: 53.0.2785.8 (Official Build)c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} 32/64-bit. OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome, click on avatar icon and then click on 'Sign in to Chrome' button. 2. Press 'Tab' key till focus reaches to 'More Options' button and then press 'Enter' key. 3. Now, press 'Esc' key from keyboard and observe the focus. Focus gets lost from 'More Option' button. Focus should stay on 'More Option' button. This is a non regression issue, seen from M-49 series (Chrome version: 48.0.2529.0) Kindly review the attached screen-cast for reference.
