Ripple effect overlaps on the header in Site Exception in MD settings

Issue description

Chrome Version: 53.0.2785.8 (Official Build) c6d43518027ef223fe101efd8baa5a9b1bc979b4-refs/branch-heads/2785@{#37} (32/64 bit)
OS :Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4)

Steps:
1. Launch chrome and navigate to chrome://md-settings/siteSettings/cookies and click on "Add a site exception". Add a random site.
2. Now navigate to chrome://md-settings/siteSettings/cookies/details.
3. Observe the ripple effect on clicking the added exception under Permission >> Cookies.

Actual:   Ripple effect overlaps on the "Cookies" header.
Expected: Ripple effect should not overlap on the "Cookies" header.

This is a non-regression issue seen from 'M-52' due to a newly added feature "Add site". (Build Number: 52.0.2718.0)

Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue could get addressed.

The drop down is no longer below the Cookies entry, so this is now moot.
