Regression: Volume bar is seen displaying unnecessarily above the Uber tray

Issue description

Version: 53.0.2785.4/8530.5.0 (Official Build) dev-channel Peppy, Quawks, Blaze, Diasy
OS: Chrome

What steps will reproduce the problem?
(1) Try to recover OS via USB>> after successful recovery>> remove the pen drive>> and observe the volume bar above the Uber tray

Expected: Volume bar should not be seen displayed unnecessarily above the Uber tray
Actual: Instead volume bar is seen displaying unnecessarily

This is a Regression as crash is not seen in M51: 51.0.2704.103/8172.60.0 -Stable-Channel Daisy

Issue is not applicable to Linux Windows

Note: Issue is seen in latest dev M54 as well

Do you mean the volume bar appear permanently? it usually show up for a short while after the volume has been adjusted. 
The volume bar is not staying permanently, but its showing up for a little while and after that getting disappeared without even adjusting anything in the volume bar

Thanks for clarification.

Jenny: I guess this was that volume bar appears in response to browser setting a default volume, right? if so then this is an expected behavior, can you help confirm?

Able to reproduce the issue on Chrome OS (Blaze) Version: 53.0.2785.4/8530.6.0 as well. Observed the volume bar above the Uber tray after recovering OS via USB.
