Regression: Blink of ‘Clear browser data’ overlay is seen reloading ‘Md-settings’ page.

Chrome Version: 54.0.2789.0 (Official Build)627ddfd0de197d67567a15191f654b8835408bce-refs/heads/master@{#403806} 32/64 bit
OS :Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/advanced
2. Scroll down the page and click on ‘Clear browser data’ and click on reload button.
3. Observe.

Actual: Weird blink of the overlay is seen at bottom of the page.
Expected:  Blink of the overlay should not be seen after step 2.

This is regression issue, broken in ‘M 54’ and below is narrow bisect:

yep, it flickers when showing from chrome://settings/clearBrowserData (i.e. on reload or direct navigation).  such a tragedy.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
