Regression:Unable to edit email id field after clicking on back navigation.

Chrome Version:54.0.2789.0 (Official Build)Revision 627ddfd0de197d67567a15191f654b8835408bce-refs/heads/master@{#403806} (64-bit)
OS:Mac (10.10.5, 10.11.4)


What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings, click on sig in to chrome button
(2)Enter email id field,clic on next button and click on back navigation.
(3)Now try to enter any other id in email id field and observe.

Actual: Unable to edit email id field after clicking on back navigation.
Expected: Should be able to edit email id field after clicking on back navigation.

This is a regression issue broken in 'M54' and will soon update other info.
